The regional equalisation of commercial television broadcasting services implemented in
Australia - aggregation - largely took place over a period of five years (1989 to 1994),
although the method in which regional equalisation would be best implemented was seriously
debated for at least a decade prior. While aggregation provided regional viewers with
unprecedented choice in terms of the number of channels made available, it ultimately
